The relevant ministries and commissions of the central government and the three governments have been pursuing policy breakthroughs with an innovative and open mind, and jointly promoted the development of the Guangdong-Hong Kong-Macao Greater Bay Area. On July 1, 2017, the National Development and Reform Commission and the governments of Guangdong, Hong Kong, and Macao jointly signed the Framework Agreement on Deepening Guangdong-Hong Kong-Macao Cooperation to Promote the Construction of the Greater Bay Area in Hong Kong, setting cooperation goals and principles for the construction of the Greater Bay Area, and also establishing Focus areas for cooperation. Therefore, on August 2, 2017, the Chief Executive's Announcement No. 40/2017 issued the Chinese and Portuguese translations of the Framework Agreement on Deepening Guangdong-Hong Kong-Macao Cooperation to Promote the Construction of the Greater Bay Area.

 

On August 15, 2018, the Central Government established the Guangdong-Hong Kong-Macao Greater Bay Area Construction Leading Group, and the Chief Executive of the Macau Special Administrative Region Cui Shi'an was a member of the leading group.

 

On November 7, 2018, the SAR Government set up a “Working Committee for the Construction of the Guangdong-Hong Kong-Macao Greater Bay Area”. The committee is chaired by the Chief Executive Cui Shian and is responsible for coordinating the short, medium and long-term participation of the Macao Special Administrative Region in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area. Overall design and work deployment, and promote relevant research to formulate relevant policies; formulate annual work plans and monitor their implementation; set guidelines and guidelines for planned activities. At the same time, in order to carry out specific work within its terms of reference, the “Building of Guangdong-Hong Kong-Macao Greater Bay Area Working Committee” has set up a “Innovation, Technology and Smart City Development Task Force” to promote the construction of the “Guangzhou-Shenzhen-Hong Kong-Macau” science and technology innovation corridor. Through the gathering of international innovation resources, we will work hard to enhance the ability to transform scientific and technological achievements, and strive to build the Greater Bay Area into a global scientific and technological innovation highland.

 

On February 18, 2019, the Central Committee of the Communist Party of China and the State Council issued the 'Outline of Development Planning for the Guangdong-Hong Kong-Macao Greater Bay Area', which proposed that the four central cities of Hong Kong, Macau, Guangzhou, and Shenzhen should be used as the core engine of regional development, and continue to take advantage of comparative advantages to do better Strong, to enhance the role of radiation in the development of surrounding areas. The positioning of China and Macau in the Greater Bay Area is to build a world tourism and leisure center, a service platform for business cooperation between China and Portuguese-speaking countries, promote moderate and diversified economic development, and build a communication and cooperation base with Chinese culture as the mainstream and multicultural coexistence.

 

The promulgation of the Outline of the Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area signifies that the construction of the Greater Bay Area has reached a new level, and it also means that Macao is embracing new opportunities for rare development. With the strong support of the central government, the Macau Special Administrative Region will continue to thoroughly implement Xi Jinping's thoughts on socialism with Chinese characteristics in the new era, and actively connect the construction of the “Belt and Road” and the construction of the Guangdong-Hong Kong-Macao Greater Bay Area. The advantages of “center, one platform” are more proactively integrated into the overall situation of national development, so as to add new momentum, expand new space, and create new glories.

 

The Guangdong-Hong Kong-Macao Greater Bay Area has the characteristics of 'one country, two systems', three different jurisdictions, and three independent customs zones at the institutional level. It is used in trade, customs, transportation, finance, employment, medical care, pensions, and Education and other three regions have different legal systems.
